Previously, the PHY-specific code to get the cable length for the
I210 internal and related PHYs was reporting the cable length of a
single pair and reporting it as the min, max, and total cable length.
Update it so that all four pairs are checked so the true min, max,
and average cable lengths are reported.

The I210 internal PHY can be accessed just as well with the access
functions shared by 82580, I350, and I354 devices. A side effect of
relying on the common functions, is that I210 cable length support
is folded back into the common case which effectively reverts the
following commit:

One of the registers used to power down the PHY was found to be wrong
(should be bit 2 not bit 1) on further inspection it was also found to
be redundant.

This patch implements downshift mechanism for M88E1543 PHY, so that
downshift is disabled first during link setup process, and later enabled

This change resolves an issue seen in some configurations where the link
may drop to 100Mb/s even though the link itself supports 1000Mb/s.  The
issue was root caused to the fact that we were only trying the link once.
Now instead we will try up to 5 attempts on a faulty cable before
downshifting to 100Mb/s.

This update adds additional exception handling to the phy code to handle
situations where it may be called incorrectly.  In addition it adds some
bounds checking to the cable length checks to prevent an array overrun in
the event that the hardware returned a different value than expected.

This patch adds a retry to phy reads in the event of failure.  The original
code broke out of the loop on failure and this is a mistake as we should be
trying to do the read twice.
