On OMAP SMP configuartion, both processors share the voltage and clock. So both CPUs needs to be scaled together and hence needs software co-ordination. Also, update lpj with reference value to avoid progressive error. Adjust _both_ the per-cpu loops_per_jiffy and global lpj. Calibrate them with with reference to the initial values to avoid a progressively bigger and bigger error in the value over time. While at this, re-use the notifiers for UP/SMP since on UP machine or UP_ON_SMP policy->cpus mask would contain only the boot CPU. Based on initial SMP support by Santosh Shilimkar. A subsequent patch adds code on OMAP2xxx to dynamically allocate the CPUFreq frequency table in clk_init_cpufreq_table(), so for it to avoid a leak, it will need a corresponding function to free the memory. Adjust OMAP3 frequency transition latency from 10,000,000uS to a more reasonable 300,000uS. This causes ondemand and conservative governors to sample CPU load more often resulting in more responsive behavior. Tested on Android 2.6.29; using this value and conservative governor, CORE power consumption on Zoom2 was comparable to the old and unresponsive 10,000,000uS value while UI responsiveness was greatly improved. This patch adds a CPUfreq frequency-table implementation for OMAP2 by walking the PRCM rate-table for available entries and adding them to a CPUfreq table. CPUfreq can then be used to manage switching between all the available entries in the PRCM rate table.
