Release of libvirt 0.8.6

- configure.ac libvirt.spec.in: bump version, add a missing systemtap
  build requirement
- docs/news.html.in: add informations about the release
- po/*: updated Polish and Dutch localizations, and regenerated
- tests/qemuxml2argvtest.c: Fix build problem
