- Remove all view related methods from Ci::Build and CommitStatus
- Remove unused Ci::Commit and Ci::Build methods
- Use polymorphism to render different types of CommitStatus

Now it will work on any field inside that form, and it's easier to scope
new behavior, which is what we're adding next!

The only major difference with the EE version is the change from a light and dark logo to only a header logo
The dark logo wasn't used anyway, so it seemed to make sense to me to rename the field to the actual function of it

- Add label description
- Show label row when filtering issues or merge requests by label

Currently any spam detected by Akismet by non-members via API will be logged
in a separate table in the admin page.

This MR simplifies CI permission model:
- read_build: allows to read a list of builds, artifacts and trace
- update_build: allows to cancel and retry builds
- create_build: allows to create builds from gitlab-ci.yml (not yet implemented)
- admin_build: allows to manage triggers, runners and variables
- read_commit_status: allows to read a list of commit statuses (including the overall of builds)
- create_commit_status: allows to create a new commit status using API

Remove all extra methods to manage permission.
Made all controllers to use explicitly the new permissions.

This partially reverts 6a5cd3ca - we keep the migration and add a new
migration that reverts it in order to keep migration history intact.
