Move our RHEL7-based runtime dependencies packages to instead be built for CentOS Stream/OracleLinux/RHEL 8. (#84805)

Consistency with runtime and SDK download urls and other docs.

- Delete note about multilevel lookup. It is not relevant anymore.
- Fix nightly feed url to net7
- Replace .NET Core with just .NET

These are most of the time more useful than just the runtime ones.

I could not find the equivalent `.sha512` links for the checksums for the SDK installers, though :(

Fixing stale version badges in docs

From the issue description:
Improper cache-control in generated badges caused browsers caching svg
badges for a year. It is, therefore, recommend to modify related
README.md content by simple find & replace from: _version_badge.svg
to _version_badge.svg?no-cache
This will trigger github to compute and use different/new Camo proxy URL.

* Replace MyGet with dotnet-blob feeds, since MyGet isn't used anymore

* Remove duplicate feed that's added by mistake

Native assets aren't being copied when following the dogfooding instructions because the Microsoft.NETCore.App package is being preferred over the local CoreFX package.

The azureedge hostname will have us hit the CDN which should provide
better performance for folks that are not close to the US datacenter
we have our blobs in.
