- Download locally if installing extension fails in remote

- Show group by server as default view
- Install remote action for local workspace extensions
- Show install local or remote action based on manifest

Use of any in stub was causing a few issues:
- Lots of implicit anys being used
- Methods / properties being stubbed with wrong types
- Non-existant methods/properties being stubbed

The fix is to require that the passed in stub is either a `Function` (the ctor case) or a `partial` of the type being stubbed.

- take array of extensions to enable/disable
- Event triggers array of changed extensions

* Converted another ~70 test files to strictNullChecks

These are the remaining test files that didn't require any changes to non-test file types. I'll send those in separately.

Most changes were automatic and small (`!`s).
The only non-trival change is that `extHostSearch.ts` needs an interface for its test data.

Again used [TypeStat](https://github.com/JoshuaKGoldberg/TypeStat) when possible per #65581. I'm happy to split this up into smaller PRs if you'd prefer!
