deprecate string value for extension kind

Make the extensionKind in product.json have bigger precedence than the extensionKind in the manifest

See #84669 for details of the problem around strict function types. This change converts `SyncActionDescriptor` to use a static `create` function. This allows us to make the `create` function generic so that it can take the correct types for strictFunctionTypes

Part of #81574

Makes the `createInstance` function signature more strict. Previously it inferred the argument types based on the actual argument values passed to `createInstance`. Instead, we now infer them from the constructor signature itself

This partially reverts commit 6e593ab8.
