Add practical tutorial on Tensorflow 2.2 on GCP by Google Codelabs

Add official GCS libtensorflow links.

Renaming the title of TensorFlow in Practice from Coursera since
https://www.coursera.org/specializations/tensorflow-in-practice points to DeepLearning.AI TensorFlow Developer Professional Certificate

Link to TensorFlow Roadmap https://www.tensorflow.org/community/roadmap is not working. 
Therefore it was changed to the right webpage https://www.tensorflow.org/model_optimization/guide/roadmap.

This introduces 2 stable version for releases whl packages. For now, all of them are Tensorflow CPU aarch64 packages.
One for stable 1.15.3 version, support py35, py36 and py37 packages.
The other for stable 2.1.0 version, support py35, py36, py37 and py38 packages.

Right now, Openlab providers 3 test job for daily build the whl package on aarch64 platform.
1. Build the master(v2.2.0) branch of tensorflow package
2. Build the v2.0.0 branch of tensoflow package
3. Build the v2.1.0 branch of tensoflow package
All builds will provider the ready whl packages for test or other purpose. Here we give a sample about the package. see https://status.openlabtesting.org/builds/build/c830aacd2fc84c0db525f2a3abb28a46

We will be the responsibility to maintain the CI system and build packages, including the test resource and human resource. We will be very happy to get some requests from community. Follow the advices from community to maintain / update this CI system on aarch64.

Fixing funky link. We need to show the status of the release builds out on the public CI, but those aren't actually the bits that people should use. So rather than take them to the Jenkins job and its artifacts, if they click on the badge, it will just take them to the badge icon on the public CI, which isn't terribly useful.

build links for TensorFlow 1.15 and 2.X releases.
