[FIXES JENKINS-19622] Replace hudson.model.Trigger#timer with jenkins.util.Timer, which exposes a ScheduledExecutorService. Up to 10 additional threads will be created to run pending tasks even if running tasks are blocked.

Also, move static initialization of timers to the classes which require them.

This behaviour is noted in MapOptionHandler.

Changed so that each nobuilt, aborted and disabled will use icons with unique names. The Icons used in this patch are just a copy of grey.

Technically we should doing so only after the server reported success, but unfortunately there's no good hook for that.

I found that literate-api library wants to use a newer version of Guava.
Sine all the usage of Guava in plugins end up picking up the version
from core, we need to rev this pretty aggressively.

If slaves are late to come online after a Jenkins startup, we will see a huge spike of builds as Jenkins attempt to get a workspace for polling.

[FIX JENKINS-20280] Calculates the order to override variables. This is an improved fix for [JENKINS-19488] and [JENKINS-19926].

@TestExtension class, thanks to Jesse' suggestion. This is so that we
test this hereby fixed case of a QueueDecisionHandler Refusing a build,
leading to that null value now checked and handled accordingly.

Commit also includes sorted imports and a few minor indentation fixes,
as well as another (very) minor string change.

Throw Failure, which FormException would just delegate to when we are not coming from a regular form’s Apply button, as in this case.

No test added in hudson/cli/BuildCommandTest.groovy, as this case is no
longer reproducible with bare Jenkins core and cli. Indeed, one now
need a plugin to extend QueueDecisionHandler, so it can Refuse a build,
hence test this specific null case. Regression tests do all pass still.

The implementation of the method is rather hard to follow so this certainly needs to be tested!

Sources are UTF-8 so might as well use the raw character when specifying something that will be a part of output.
