[SCSI] lpfc: minor cleanups

This patch contains the following minor cleanups:
- make the following needlessly global functions static:

  - lpfc_sli.c: __lpfc_sli_release_iocbq()
  - lpfc_sli.c: lpfc_sli_next_hbq_slot()
