List of secrets can now be found under #/secrets?namespace=namespace.

Additionally introduced a directive that can compile other kd-directives
nested in the i18n messages.

1. Make the link include namespace that is selected. We should use
`$state` for all links, anyway.
1. Increase padding to make the information more prominent.
1. Add info that in order to see something you can change namespace.
1. Align external link icon vertically
1. Change wording to be similar to what we have in other places (e.g.,
"deploy a containerized app".

And some other unlocalized text that was not seen before.

1. Sorry for the size, but this PR was all-in or nothing
2. The mechanics for namespace is that user selects it via the dropdown
   and the selection goes through all pages, but has effect on display
   only on list pages.
3. The selector is now ugly. I'll style and improve wording later.
