Errors are logged with timestamp on integration manager test,
but actually checked with only message.

This PR fixes inconsistent log on it.
Also, this divides logs for connection error and for difference on messages.

Add go format check as 'check-go-format' task.

Then add new task into 'lint' task, and format go files
in subsequent PR.

We uses Ubuntu 16.04.5 image for Travis CI, and the image uses go 1.10.3.
So we should bump up the go version on prerequisites by changing
minGoVersion constant, gimme argument and "Getting started" wiki.

Also, this fixes some tests to address go 1.10.3.
