feat: de submodule (#15464)

* feat: use contrib instead of submodule for tools/taosws/taosa

* feat: de-submodule, remove taostools/taosws/taosadapter from .gitmodules

* ci: remove submodule taos-tools, taosadapter and taosws-rs from cache
