* Update Kconfig

增加RT1170双路网络选项

* Update SConscript

增加RTL8211F驱动选项支持

* Update SConstruct

去掉外设目录

* Add files via upload

增加PHY芯片RTL8211F驱动

* Update drv_rtl8211f.c
