Move some class symbols from tf 2.0.

- io.PaddingFIFOQueue -> queue.PaddingFIFOQueue
- io.PriorityQueue -> queue.PriorityQueue
- io.QueueBase -> queue.QueueBase
- io.RandomShuffleQueue -> queue.RandomShuffleQueue
- FIFOQueue -> queue.FIFOQueue
- train.Server -> distribute.Server
