It's a usual case in federated learning that, one party owns a new or a partial-trained model, and would like to improve it using other parties' dataset. During the training, other parties' data should keep invisible. It's good for FL to support this case.

Furthermore, the model owner would like to keep the model private. It's more challenging, and need the help of HE or SMC.
