This PR restores https://github.com/PaddlePaddle/Paddle/pull/26676. Previous PR was reverted because it caused some unit test failure, but the CI system hasn't reported it.

Now tests listed below should work fine:

• test_analyzer_capi_gpu
• test_activation_op
