cuda support was introduced in ccache 3.3, docker image used by coverage and inference ci tasks used ccache 3.2.4, so we upgrade ccache to 3.6.

use "https://paddle-ci.cdn.bcebos.com/go1.8.1.linux-amd64.tar.gz" to avoid being baned by gfw when configure golang.
