Scope 不合规报错检查增强

1. 修改了PADDLE_ENFORCE接口

• Scope::RenameInternal报错检查
• ScopePool::Remove报错检查 优化前：

Delete non-existing global scope

优化后：

Global scope is not found in ScopePool.  Deleting a nonexistent scope is not allowed.
