Changes discussed here are to convert activations mkldnn op into common MKLDNNHandler based API. This is needed to have one consistent implementation of ops that are sharing mangaing of mkl-dnn primitives methods. There is no performance change it is just refactoring in particular helpful for working on multi-threading issues (#17611 (closed))
