It seems reasonable to pack content in the document https://github.com/PaddlePaddle/Paddle/blob/develop/doc/howto/cross_compiling/cross_compiling_for_raspberry_cn.md into a Dockerfile, like Dockerfile.android. Should we do that?

I think the answer might depend on if we are going to have some interesting demos.
