this is for @miraiwk to ask for contribution on implementing Spectral Norm in Paddle. @miraiwk did great work in https://github.com/miraiwk/UGATIT-paddle Paddle team would like to ask for a PR to contribute this implementation to Paddle.

@ceci3 could help during this process, and we will use this issue for online discussion and track the process.
