Out of memory error when training bert on paddle cloud

Hi, 我在Paddle cloud多机训练bert时,遇到了OOM的错误,而实际上机器有足够的显存,错误信息如下:

2) FLAGS_fraction_of_gpu_memory_to_use is 0.99 now, please set it to a higher value but less than 1.0.
The command is `export FLAGS_fraction_of_gpu_memory_to_use=xxx`.
