This is to support documents consolidation. We made several changes to the FluidDoc system

1. All submodule should be under the external folder
2. The Travis-CI will execute two jobs. One is to build a heavy-weight third party libraries. The second one is to use the cached libraries and build API documentations
3. The doc structure will maintain its doc/fluid structure.
