1. Install libsndfile first.
    2. Install SoundFile using pip.

    1. Unify the dependency installation process in setup.sh.
    2. Change the version of package scipy from 0.13.0b1 to 0.13.1

3. Fix overlapping train/dev/test manfests.
4. Update README.md and requirements.txt.
5. Expose more arguments to users in argparser.
6. Update all other details.
