If the config block is missing, various things may fail or behave strangely on certain modules. This patch unifies that behaviour by using a fake MAC address, until user updates the config block. When U-Boot started using SPDX tags we were among the early adopters and there weren't a lot of other examples to borrow from. So we picked the area of the file that usually had a full license text and replaced it with an appropriate SPDX-License-Identifier: entry. Since then, the Linux Kernel has adopted SPDX tags and they place it as the very first line in a file (except where shebangs are used, then it's second line) and with slightly different comment styles than us. In part due to community overlap, in part due to better tag visibility and in part for other minor reasons, switch over to that style. This commit changes all instances where we have a single declared license in the tag as both the before and after are identical in tag contents. There's also a few places where I found we did not have a tag and have introduced one. Signed-off-by: NTom Rini <trini@konsulko.com>

In order that we can use eth_env_* even when CONFIG_NET isn't set, move these functions to environment code from net code. This fixes failures such as: board/ti/am335x/built-in.o: In function `board_late_init': board/ti/am335x/board.c:752: undefined reference to `eth_env_set_enetaddr' u-boot/board/ti/am335x/board.c:766: undefined reference to `eth_env_set_enetaddr' which caters for use cases such as: commit f411b5cc ("board: am335x: Always set eth/eth1addr environment variable") when Ethernet is required in Linux, but not U-Boot. Thomas reported U-Boot failed to build host tools if libfdt-devel package is installed because tools include libfdt headers from /usr/include/ instead of using internal ones. The config block support currently uses the ft_board_setup function to patch the device tree with config block information. However, this does not allow to patch the device tree with board specific information. Rename the common setup function to ft_common_board_setup and use the call it from the board files directly. Add Toradex factory configuration block handling. The config block is a data structure which gets stored to flash during production testing. The structure holds such information as board resp. hardware revision, product ID and serial number which is used as the NIC part of the Ethernet MAC address as well. The config block will be read upon boot by the show_board_info() function, displayed as part of the board information and passed to Linux via device tree or ATAGs.
