fix: 修复源码检视中的问题

【背景】
3.1 代码检视过程中有一些问题需要修改

【修改方案】
更改了一些文件的权限, 将OAT 文件中注释与license 分离
README 添加 OWNER

【影响】
对现有的产品编译不会有影响。
