The patch below does that, adding a big comment about what's going on and removing the COMPAT_IOCTL entires for these on powerpc that not only weren't ever useful but are duplicated now aswell. To ensure that phy_mask and any future elements of the mii_bus structure are initialized use kzalloc() instead of kmalloc(). This fixes an issue in which phy_mask was not being initialized and we would skip random phy addresses when scanning. This will let me chop the code size of several drivers right down.
