arm64: locks: Remove CONFIG_GENERIC_LOCKBREAK

Commit 52ea2a56 (arm64: locks: introduce ticket-based spinlock
implementation) introduces the arch_spin_is_contended() function making
CONFIG_GENERIC_LOCKBREAK unnecessary.
