+1、同意在OpenHarmony-SIG新建developtools_smartperf_host孵化仓，开源的smartperf系列工具（smartperf_host和smartperf_device）代码目录迁移到developtools目录下和profiler同级。

+1、评审材料中补充smartperf系列工具的整体关系图。
