1. Set very small value(10M) to windows guest, guest memory will
keep still at a minimal working value.
2. Set a minimal boudary memory value to guests, guests can work
normally even after reboot.

2. Replace functools.partial and fix bg processes issue
Replace functools.partial with a complete function defination, since
partial object doesn't have '__name__'.

Add ignore_bg_processes=True to process.system, the bg processes will
be handled when test finishes.

- Update iperf2 version to iperf-2.0.12
- Add parameter "timeout" into `t.join()`

1. iperf-2.0.5 failed to compile on gcc 6.3 or higher version.
In order to support RHEL8, update it.
2. Add the "timeout" parameter. When interrupting iperf, if
the client task in the guest is not completed, the host iperf
server will wait threads to complete. So add it to avoid
unexpected situations, otherwise the work will always hang.

The following error would occur during runing the test 'cdrom_test'

    ValueError: Missing test entry point

that because the VT framework wrongly loaded the test module from
'qemu.lib' instead of 'qemu.tests'.

To avoid the this and the potential issue, we can merge 'qemu.lib'
into 'provider' as the two directories are used in the same way.
