Add new qmp test case "GUEST_PANICKED' event"

The default usb-controller breaks the pci_device..max_devices variants
because it occupies the 1d.0 slot. We don't really need any additional
usb devices so let's just remove them for this test.

The path in gzip command might contain spaces or "weird" characters.
Migrate command already uses double-quotes so let's use the single
quotes to avoid the need to escape characters in the src/dst path.

Tested with:

    exec:gzip -c > '/var/tmp/avocado_u8sHJg/avocado_job_OHWFL5/1-\
    functional_rpm_dvd type_specific.io-github-autotest-qemu.migrate\

Refine the negative case to create the images using the

macvtap_mac_change: Adjust test steps according to test plan

1. in RHEL guest with virtio1.0, when set ctrl_mac_addr=off, mac
can be changed to new one in guest but display the old one while
'info network'
2. in RHEL guest with virtio1.0, when set ctrl_mac_addr=on,
mac can be changed to new ones both in guest and 'info
network'
