input_event_proxy: change python_bin = 'python2' for windows

Because Win10 will set WindowsApp environment variables as default,
when execute 'python' command in cmd will trigger WindowsApp open,
but execute 'python2' will not trigger it, so changed
python_bin = 'python2' here.
