1. Update the cfg base on the update of balloon_stress cfg file
2. Set the balloon_test flag in the get_memory_boundary,
as the balloon operation is executed, and becasue the boundary balloon time
is different for different mem, which will make the wait_time different.

New case to attach 31 virtio-block devices to a pci-bridge

Before send 'set link down command' into VM monitor, VM
has a IP address. And, when pinging a host on your own
subnet the sender will first send an ARP request for the
MAC address of the associated IP address, so update
acceptable packet loss ratio to 80%.
And, update test step to check connection between host and
guest from host side to ensure test works stably.

udev in latest rhel linux can generate serivce file for new
