nic_hotplug.py: fix serial console conflict

Conflict will happen if we try to open a new serial console instance
while there is already a activated instance existed from the same console
object. Updated the serial console operation here to get rid of this kind
of conflicts.

1. Correct the test_timeout value
2. Old design don't check running status when execute stop_cmd in
   the loop, it will cause stop_cmd failed as "no process is running"
   sometimes, improve to do stop_cmd only once as it is only a cleanup.

smbios_table: Support for arm

The smbios_table test sets machine type, but arm is a bit different and
it requires the `arm64*` prefix to correctly detect the machine. Let's
allow that by inheriting the prefix from the original `machine_type` if
traversal_machine_emulated is not set (as that preserves the original
machine_type).
