The nohz full code needs irq work to trigger its own interrupt so that the subsystem can work even when the tick is stopped. Lets introduce arch_irq_work_has_interrupt() that archs can override to tell about their support for this ability. Rather than have architectures #define ARCH_HAS_SG_CHAIN in an architecture specific scatterlist.h, make it a proper Kconfig option and use that instead. At same time, remove the header files are are now mostly useless and just include asm-generic/scatterlist.h. In order to promote interoperability between userspace tracers and ftrace, add a trace_clock that reports raw TSC values which will then be recorded in the ring buffer. Userspace tracers that also record TSCs are then on exactly the same time base as the kernel and events can be unambiguously interlaced. Ease the deployment of clkdev by providing a default asm/clkdev.h for use if the arch does not have an include/asm/clkdev.h. Due to limitations in Kbuild we manually add clkdev.h to all architectures that don't have one rather than having the header appear by default.
