Remove unneeded error handling on the result of a call
to platform_get_resource() when the value is passed to
devm_ioremap_resource().

'keystone_usbphy_ids' is always compiled in. Hence the
helper macro is not needed.

Add Keystone platform USB PHY driver support. Current main purpose
of this driver is to enable the PHY reference clock gate on the
Keystone SoC. Otherwise it is a nop PHY.
