This patch adds basic support for the Broadcom BCM63138 DSL SoC which is
using a dual-core Cortex A9 system. Add the very minimum required code
boot Linux on this SoC.

Using a device_initcall() for initializing the voltage regulator
on DA850 is not such a good idea because it gets called for all
platforms - even those who do not have a regulator implemented.
This leads to a big fat warning message during boot-up when
regulator cannot be found.

Instead, tie initialization of voltage regulator to cpufreq init.
Define a platform specific init call which in case of DA850 gets
used for initializing the regulator. On other future platforms it
can be used for other purposes.

Adds a basic CPUFreq driver for DaVinci devices registering with the
kernel CPUFreq infrastructure.

Support is added for both frequency and voltage regulation.

Add ADV7343 I2C based video encoder driver. This follows the
v4l2-subdev framework. This driver has been tested on TI DM646x EVM. It
has been tested for Composite and Component outputs.

Updates as per review by Mauro Chehab, added support for more standards
supported by the encoder. Also adding the missed out signed-offs.Tested
only NTSC and PAL standards.
