config: add test_defconfig for kernel testing

Add a test_defconfig for kernel testing, which is derived from
hulk_defconfig.

This commit enable this 3 configs:
CONFIG_CGROUP_DEBUG=y
CONFIG_RCU_TORTURE_TEST=y
CONFIG_LOCK_TORTURE_TEST=y
