Guard PM methods with CONFIG_PM_SLEEP and get rid of some unneeded #ifdefs.
This fixes below build warnings:

SIMPLE_DEV_PM_OPS already defines constant dev_pm_ops, thus also fix
'duplicate const' sparse warning.
