Since we don't pack symlinks we cannot have recursive loops in them.  Since we
need one directory to be in tests/vircaps2xmldata/linux-caches/, instead of
creating a symlink, just move the files in that directory and adjust tests.

Move all APIs with a virHostCPU name prefix out into new
util/virhostcpu.h & util/virhostcpu.c files

This makes sure CPUs are counted correctly when using the default
configuration, that is, all primary threads are online and all
secondary threads are offline.
