Fix namespace bugs in API docs, todo page & hv support page

The XSL for generating the API docs was missing the HTML5 namespace declarations. The todo and hvsupport scripts were also missing the HTML5 doctype / namespace declaration. Signed-off-by: N Daniel P. Berrange <berrange@redhat.com>
