* Makefile.maint: Merge.
* GNUmakefile: Update from coreutils.

* Makefile.maint: Merge.
* GNUmakefile: Update from coreutils.
Add new testing framework and the first test to use it.
* tests/Makefile.am (test_scripts): Add vcpupin.
(EXTRA_DIST): Add test-lib.sh.
