cgroup: determine when skipping non-devices

* src/util/cgroup.c (virCgroupAllowDevicePath)
(virCgroupDenyDevicePath): Don't fail with EINVAL for
non-devices.
* src/qemu/qemu_driver.c (qemudDomainSaveFlag): Update caller.
* src/qemu/qemu_cgroup.c (qemuSetupDiskPathAllow)
(qemuSetupChardevCgroup, qemuSetupHostUsbDeviceCgroup)
(qemuSetupCgroup, qemuTeardownDiskPathDeny): Likewise.
