Commit aaa8ab3e added new static functions that are only used on Linux;
but commit 22acfdc7 didn't go far enough to fix compiler issues.

* src/nodeinfo.c (nodeSetMemoryParameterValue)
(nodeGetMemoryParameterValue): Conditionally compile based on use.
