Move virNetDevGetIndex & virNetDevGetVLanID to virnetdev.c to
suit their functional purpose

* util/interface.c, util/interface.h: Remove virNetDevGetIndex &
  virNetDevGetVLanID
* util/virnetdev.c, util/virnetdev.h: Add virNetDevGetIndex &
  virNetDevGetVLanID
