Reserving 'struct ui_progress' to the per progress instances, not to the
particular set of operations used to implmenet a progress bar in the
current UI (GTK, TUI, etc).

Current ui_progress functions are implemented for TUI only.  So move the
file under the tui directory.  This is needed for providing an UI-
agnostic wrapper.

No need to unblock it at each ui__getch() and also allow other users to
check if a resize is needed, or force an refresh of terminal dimensions.

The 'force' one shouldn't be needed, but its in a slow path, so leave it
like that for now, I'll revisit this another day.
