This patch exposes the tos value for the TCP sockets when the TOS flag
is requested in the ext_flags for the inet_diag request. This would mainly be
used to expose TOS values for both for TCP and UDP sockets. Currently it is
supported for TCP. When netlink support for UDP would be added the support
to expose the TOS values would alse be done. For IPV4 tos value is exposed
and for IPV6 tclass value is exposed.

Next changeset will rename tcp_diag to inet_diag and move the tcp_diag code out
of it and into a new tcp_diag.c, similar to the net/dccp/diag.c introduced in
this changeset, completing the transition to a generic inet_diag
infrastructure.

With ugly ifdefs, etc, but this actually:

1. keeps the existing ABI, i.e. no need to recompile the iproute2
   utilities if not interested in DCCP.

2. Provides all the tcp_diag functionality in DCCP, with just a
   small patch that makes iproute2 support DCCP.

Of course I'll get this cleaned-up in time, but for now I think its
OK to be this way to quickly get this functionality.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
