This is an ancient (~2015) implementation that no longer matches
the firmware in any way, and most likely never worked. Remove all
of it so it can be reintroduced properly.

The new debug ini TLVs can be either packed into firmware
binary or written in external file. Support loading them
from both. Store the data per apply point. Apply point is
a point during driver runtime, where the TLV becomes active.
For example, a trigger of hardware error may be configured
to collect a subset of data pre-alive, as a opposed to HW
error that occurs after alive.

The capability bit was added to the driver and had been negotiated
with the firmware, but then got forgotten in the firmware and later
reused for a different capability. Now the firmware added it in a
new bit.

A new FW API has been added for WOWLAN_GET_STATUSES to support
multiple GTK keys and IGTK keys.  Check the respective TLV and use the
new API when it is set.

Let most of the code use the new version (v7) and convert the old
version (v6) to the new one when needed.

Also refactor some functions a bit so that they can be reused more
easily.  Particularly the part that calls WOWLAN_GET_STATUSES which is
reused in D3 and D0i3.

In future devices a new image will be introduced - IML. The IML, image
loader, is loaded by the ROM, and as part of the new self-init flow,
loads the rest of the firmware images to the device.

Store the image, so the ROM can load it to the device.

We can set triggers that cause a debug data collection when something
of interest happens (e.g. when too many probes are lost conscutively).
Normally, this triggers don't cause the FW to be restarted, but in
some cases that may be desired, so we recover from the problem.  To
support this, add a flag that indicates that the FW should be
restarted when the trigger fires.

Some devices use a shared clock which is very sensitive to variations
and cause trouble in some situations.  We need to set a bit in the phy
configuration to indicate that to the FW.  To make this generic, add a
extra_phy_config_flags element to the device configuration and OR it
into the phy_cfg before sending it to the firmware.  And also create a
set of configurations for devices that use shared clocks and need this
extra bit to be set.

New devices will have rate scaling algorithm running in the firmware.
With this feature, the driver's responsiblity is to provide an initial
configuration and to handle notifications regarding recent rates and
some other parameters. Debugfs hooks will be still available for
reading the current rate/statistics and setting a fixed rate.
The old API is supported so far, though both APIs cannot be used
simultaneously.

This is the first patch in the series. It adds a new TLV specifying
FW support for the new API and updates lq_sta to support two types
of rate scaling.

Newer firmware versions (such as iwlwifi-8000C-34.ucode) have
introduced an API change in the SCAN_REQ_UMAC command that is not
backwards compatible.  The driver needs to detect and use the new API
format when the firmware reports it, otherwise the scan command will
not work properly, causing a command timeout.

Fix this by adding a TLV that tells the driver that the new API is in
use and use the correct structures for it.

The LEDS_CMD command is only supported in some newer FW versions
(e.g. iwlwifi-8000C-31.ucode), so we can't send it to older versions
(such as iwlwifi-8000C-27.ucode).

To fix this, check for a new bit in the FW capabilities TLV that tells
when the command is supported.

Note that the current version of -31.ucode in linux-firmware.git
(31.532993.0) does not have this capability bit set, so the LED won't
work, even though this version should support it.  But we will update
this firmware soon, so it won't be a problem anymore.

The firmware now adds a new DWORD for the MLME offload's
capability even on firmware versions that don't support
it.
Add the TLV bit to avoid getting the print:
capa flags index 3 larger than supported by driver.

New FW versions require the D0I3_END_CMD to be sent as the first
command to the FW in the resume flow.  If the TLV is set, send that
command first, otherwise keep the original behavior (i.e. send last).

Support change to ADD_STA API to support station types.
Each station is assigned its type.
This simplifies FW handling of the broadcast and multicast
stations:
* broadcast station is identified by its type and not the mac
  address.
* multicast queue is no longer treated differently. The opening
  and closing of it is done by referring to its station.
  There is no need to specify it in the MAC command.
* When disabling TX to all station driver can disable the traffic
  on multicast station, so FW doesn't have to do it.
Change is backward compatible.
Change the order of adding and removing the stations according to
FW requirements.

The command was changed to support PN offload and TKIP offload.
The FW will do TKIP calculations in D0 only for a000 devices,
but API is aligned anyway.
However, for all devices we can stop sending the wowlan tkip
command.
Firmware will fetch the keys from the station key command.

For a000 devices the binding API needs to include relevant
lmac ID - support the new API.
The new API should be used regardless if the device had CDB or
not. If there is no actual CDB support the binding is bound
to first lmac regardless of the band.
There are some functionality changes in binding restrictions
and quota allocations that will be handled in future patches.

The maximum number of firmware sections is now 32 instead of 16 for
a000 devices. Set the appropriate define.  Avoid out of bounds access
in case there are more sections than the maximum set by driver.

Make the driver extensible to FW size changes by allocating the
section memory dynamically.
