watchdog: add nowayout helpers to Watchdog Timer Driver Kernel API

Add two nowayout helpers for the Watchdog Timer Driver Kernel API.
And apply this to the already converted drivers.
Note: s3c2410_wdt lost the nowayout feature during the conversion.
